Loophole in government appointment law

DR1 - Ramon Ventura Camejo, a minister at the Public Administration Ministry (MAP), who had said that government ministries had to comply with the law that limits the number of appointees to six deputy ministers, is now suggesting a loophole. In February, the MAP had issued resolution 07-2012 that establishes the limit of six deputy minister per ministry. The ministries reportedly have to make the reduction by 17 June. As reported in Hoy, Ventura now says that the government entities could instead change the name of the posts to which the deputy ministers are appointed. Instead of deputy ministers, it is legal to appoint liaisons, commission representatives, project managers, coordinators or delegates to the Ministry. Of the 19 government ministries, as of last week, only six had sent proposals for reduction of these posts. These were the Ministry of Industry & Commerce, Foreign Relations, Public Works, Labor, Culture and Women. The MAP is not even sure how many deputy ministers there are. Virna Lissi Pena, director of Diagnostics and Organizational Design at the MAP says that the Controller General once sent a list with over 200, but this has not been updated. The Ministries that have sent their payroll of deputy ministers to the MAP are: Culture (10), Industry & Commerce (19), Foreign Relations (10), Labor (22), Environment (17) and Hacienda (3). Legendary baseball scout Epy Guerrero dies at 71

Santo Domingo. – Epy Guerrero, the man largely credited for opening up the path from the Dominican Republic to Major League Baseball, died Thursday at the age of 71.

Epy Guerrero, a baseball scout for the Houston Astros, New York Yankees and Toronto Blue Jays, opened the first baseball academy in the country and helped a number of future greats navigate the path between the Caribbean and their sport’s biggest stage.

Guerrero was first hired in 1965 by Pat Gillick, then in charge of the Astros’ farm system, and followed him to the Yankees and then the Jays, where Gillick was the general manager from 1978 to 1994.

According to Gillick, Guerrero had a keen eye for talent and was a very loyal employee, a hard worker. Guerrero was inducted into the Dominican Sports Hall of Fame in 2008.

The Dominican Sun - Across the Dominican Republic in the last 24 hours the highest observed temperature by DRSol was 90 at Barahona. The coolest reading came from Santiago with an overnight low of 73. A few spotty light to moderate showers and thunderstorms were reported, the last in Santiago at 7PM last night. Skies were generally mostly cloudy. Winds are averaging 10 mph from the SE, with a peak gust to 76 mph seen at 9PM last night at Punta Cana. By the Numbers DR cities reported rain 10% of the time, and thunderstorms 4%. Average reported rainfall intensity on a scale of 0 to 100 was 48. Cloud cover totaled 60%. Se reducen a 12 las provincias en alerta verde por disminución de las lluvias

Listin Diario - El Centro de Operaciones de Emergencia (COE) redujo de 20 a 12 las provincias en alerta verde, pero reiteró a los ciudadanos mantenerse atentos ante la ocurrencia de aguaceros a partir de hoy. Según el director del COE, Juan Manuel Méndez, permanecen en alerta verde Sánchez Ramírez, San Juan de la Maguana, Monte Plata, Monseñor Nouel, La Vega, María Trinidad Sánchez, San Cristóbal (en especial Villa Altagracia), Dajabon, San Pedro de Macorís, Santiago Rodríguez, Valverde Y el Gran Santo Domingo. Méndez advirtió a los ciudadanos de esas localidades estar pendiente a los boletines del organismo de socorro que preside y tomar las medidas de prevención necesarias. Indicó que los demás integrantes del COE, como la Policía Nacional, la Defensa Civil y la Cruz roja permanecen activos para cualquier situación de emergencia. Asimismo, comunicó que hasta la fecha no se han presentando inundaciones ni desastres en ninguna provincia o comunidad. A pesar de que en el día de hoy las lluvias disminuye. . .
