Labor: It’s up to the next Administration to hammer out tax reform

SANTO DOMINGO- Labor union leader Rafael Abreu believes it’s currently unwise to implement a comprehensive tax reform, and instead wait for the new administration to take office and agree on a fiscal pact which includes taxes on large holdings and capital gains.
Abreu, president of the Federation of Unions (CNUS), on Wednesday said his sector prefers to wait for the new authorities to see if they’ll instil confidence, so society sheds its fear of a sweeping tax reform, since in his view all they’ve done is further burden the poorest.
Interviewed by diariolibre. com, Abreu stressed that a fiscal reform is not prudent now. “This must stem from the confidence that the new government creates in society and it has never been clearly explained what the comprehensive tax reform is, because so far the reforms have been a burden to consumption and that affects employees. ”
He said a true fiscal reform will be reached only when large holdings and capital gains are taxed, as in other nations.

Flash flood, swelled rivers, mudslide warnings for 10 provinces

Santo Domingo- The Emergency Operations Center (COE) on Thursday issued flash flood, swelled rivers and mudslide warnings for 10 provinces, while the Meteorology Office forecasts downpours and thunderstorms.
It said a trough over the Mona Passage will interact with a tropical wave located over Puerto Rico, bring showers to all regions today except the Northwest.
Residents of provinces Monte Plata, Samana, Duarte, Maria Trinidad Sanchez, La Romana, Hato Mayor, San Pedro, El Seibo, La Altagracia and Greater Santo Domingo were placed under alert for downpours.

Announced presidential bid roils biggest opposition party

Santo Domingo- Wednesday’s announced bid for the National Palace by the president of Dominican Republic’s major opposition party (PRD) brought the immediate response from his rival and former President, who called it “crazy. ”
Miguel Vargas’ announcement to seek his party’s presidential candidacy for the 2016 elections came during a press conference where ex PRD leader and former senator Tonty Rutinel Dominguez returned to the organizatoni.
“We’ve never denied that we want to be president,” Vargas said when reporters asked about by the decor in the salon at PRD headquarters with banners stating “Miguel 2016. “
Vargas’ announcement spurred the gabby former president Hipolito Mejia to call the bid “crazy. “
Mejia noted that the PRD’s presidential candidacy should be decided at a convention where PRD leaders and rank and file participate, as established in its statutes. “The PRD is a democratic party and decisions must be taken respecting its institutionalism. “

Senate approves sweeping changes in the military

Santo Domingo- The Senate on Wednesday passed the Armed Forces Statutory Law, with sweeping changes in the military such as fewer generals; a civilian could head the Ministry to be called “of Defense”, and changes the names of the Navy and the Army.
There’ll be one general per 1,000 members in each branch, the ”Navy of War’s” current name will be changed to Dominican Navy, while the National Army will be renamed Dominican Army.
The Minister will have a term of no more than two years, but the President can extend it two additional years by decree.
A General would hold the rank no longer than 10 years, with mandatory retirement after that. The same applies to the ranks of colonels or Navy captains. The retirement age for all members of the military is voluntary after 25 years of service, but mandatory at 40.
Promotions and retirements will only be conducted on February 27 of each year, Day of National Independence.
To be promoted, the beneficiary must have at least four years in their current rank.

Dominican Republic in crossfire of two deadly wars: Washington

Santo Domingo- While the Dominican Republic wages a successful fight against the dealing with humans, it will have to escalate its war on drug trafficking, according to two reports released separately in Washington on Wednesday.
The Annual Report on Trafficking in Persons keeps Dominican Republic in Category 2, along with others in the region such as Mexico, Chile, Brazil and Argentina, who’ve also made “significant efforts“ to eradicate that crime.
Three years ago the Report placed the Dominican Republic Category 3, reserved for countries that are making efforts to fight the problem. Last year it was pulled out of a “watch list,“ resulting from the country’s progress in the field.
War on drug trafficking
A senior U. S. official yesterday warned that in the measure the war on drug trafficking improves in Central America, drug trafficking in the Caribbean has nearly doubled since 2011, Washington’s goal is to heighten security throughout the region in the short and long term.
The revelation came during a hearing of the House subcommittee on Western Hemisphere Affairs, in which U. S. State Department senior officials noted the progress in the war on drug trafficking and organized crime in Central America and the Caribbean, but cautioned that, in any case, it is a long-term task.
Although the movement of drugs particularly cocaine through the Caribbean is “a small percentage“ of the entire region’s total flow, “it has risen from 5 percent to 9 percent“ between 2011 and 2012,” said William R. Brownfield, Assistant Secretary of State for International Affairs and Narcotics.
“The trend we see is that it’s on the rise,“ said Brownfield, noting that Dominican Republic posted the highest percentage of drugs transiting through the Caribbean region.

 Listin Diario - Tomar antihistamínicos para contrarrestar las náuseas matutinas severas o el malestar conocido comúnmente como “morning sickness” durante el embarazo puede traer consecuencias adversas, de acuerdo con un reciente estudio de la Universidad de California en Los Ángeles (UCLA). La investigación, que fue publicada en la edición de junio del European Journal of Obstetrics and Gynecology and Reproductive Biology, encontró que las mujeres que toman antihistamínicos para ayudarse a dormir mientras padecen este tipo de náuseas tienen un riesgo más alto de experimentar nacimientos prematuros y bebés con peso bajo. Para decorar el hogar se recomienda usar lámparas que aporten vitalidad y armonía con diseños originales, pero que vayan acorde con su estilo. Ismael Rosado, estudiante de Artes Plásticas y Publicidad, dice que el uso de las lámparas de mesas siempre han sido de gran importancia, porque sirven para leer o estudiar de una manera cómoda y visible. Expresa que lleva un año decorando y elaborando lámparas de mesas, con el propósito de innovarlas. Rosado explica que la iluminación de las lámparas de mesa depende de la forma y del diseño que tengan y de la cantidad de luz que dejen pasar. Recomienda usar diseños con colores cálidos y fuertes dependiendo del lugar que se desee iluminar: el jardín, las habitaciones, la sala o la biblioteca.
